A PARLIAMENTARY inquiry into local government funding and services has kicked off this week, with residents and local councils encouraged to make submissions.

The inquiry was instigated by the Victorian Liberals and National parties in response to concerns raised by many local government areas about cost shifting in areas such as waste collection, school crossing attendants and the repair of regional roads.
